自衛することに反対ではないですが、いまの改正案には反対です。いまの改正案では、自衛権が発動されるのに、議院のどれくらいで承認されるのか書かれていません。議院の一部の人でも承認すれば、戦争することができるのでしょうか？それぞれの人や党は、それぞれに方針をもっています。ある人は「国家を守るために戦争」とか、ある人は「平和的な解決を」とか。そのいろいろな考えがかなり一致して、「戦争するしかない」となるならば決定、としたほうが平和的だと思います。たとえば、両議院の３分の２以上の賛成など。そして、総理大臣が、軍の指揮権をもち、緊急事態宣言をします。そうなると、敵対心や威嚇されただけで戦争ができてしまいそうです。アメリカがおこしたイラク戦争にしても、理由となる大量破壊兵器はありませんでした。いまの憲法では、拡大解釈したとしても、ホントに攻撃されないかぎりは戦争できないのでその分、平和的です。それに「Rally 'round the flag effect」といって、政治目的に戦争が使われるおそれがあります。あと気になるのが、国民の人権に影響をおよぼす条文です。こちらのほうがむしろ危険にみえます。なにしろ民主主義でなくなる可能性があるので。たとえば、１３条、２１条など。国家のほうが、国民の権利よりも大きくなります。「公の秩序を害すれば」ですが。想像するなら、反逆者と疑われて逮捕されたり、国家のやることにはNoと言えない状態でしょうか。いまの政権下ではイメージしにくいですが、このように解釈できる余地をつくってしまうことが、未来にとって問題だと思います。いまの９７条にある、基本的人権の保障も削除されてます。３条の２は、思想の自由に反します。ドイツの新聞でも「基本的人権の不安。アジア最古の民主主義は岐路に立っている」とあります（http://www.heute.de/wahl-in-japan-abe-fuer-verfassungsaenderung-bangen-um-menschenrechte-und-pressefreiheit-44336328.html）。そのほかに１００条も、なぜ３分の２から過半数に変える必要があるのか、などいろいろあります。もちろんいいと思える条文もあります。１４条の「障害の有無」を追記したことや、１９条の２の個人情報、２５条の２、３、４など。ほかの先進国でも改正ありますが、ふつう国民の権利はよくなります。結論をいうなら、もし国民投票がきたら、少しでも基本的人権が不利になったり、国民が国家より下になるような記述があれば、賛成はしません。自衛の内容がどうであろうとも。公式に戦争したいだけで、自分を不利にしたくないです。戦争は拡大解釈でできます。もし人権などがすべてクリアされていたら（たとえば「公益および公の秩序に反しないかぎり」をやめて「他の権利を侵したり、法律に違反しないかぎり」にするとか）、あとは自衛の内容です。たとえばドイツのような自衛権であれば、いいと思います。いまのドイツでは、権力者が暴走しないようにかなり配慮されています。自衛権を発動するかどうかは、議院が決めます。しかも議院の3分の２以上（参議院は２分の１）の賛成が必要です。緊急のときは、それぞれの議院からえらばれた４８人（共同委員会）が決めます。そのときはじめて、軍の指揮権が首相にうつります。内閣だけでも法律をつくれますが、議院（あるいは共同委員会）の２分の１の賛成をえてからです。つまり議院みんなの大部分の賛成で決め、かつ緊急時にも対応できるしくみになっています。くわしくはドイツ語サイト（http://www.gesetze-im-internet.de/gg/art_115a.html）のArt 115aからArt 115Iまで。ちなみに、戦争のことをもっとよく知りたい人へですが。戦争といえば、クラウゼヴィッツの「戦争論」がありますが、出版が１８０年前なので、いまの国際社会では残念ながら通用しません。国際社会という概念すら当時はなかったので。ケネス・ウォルツの「人間・国家・戦争」（１９５９）あるいは「国際政治の理論」（１９７９）が有名です。
